#Are Rec Room room creators lazy or are the tools provided insufficient?

I think that it's a combination of both. There are many tools that creators can use to create pretty much anything as long as they put their mind to it. But I do see where limitations in ones knowledge of circuits halts alot of good potential in maps.
One circuit I think would have helped a lot of creators is a built in follow circuit. There are plenty of games that utilize UGC and allows players to have a simplified version of a following player tool. Hell, Little Big Planet which was a game what released in 2008, had a whole sack boy A.I. system you could dress up and chase you.
Another circuit I would enjoy seeing is a wireframe animation circuit. Allowing people to create models and wire them up to the wireframe to give default animations (Such as running, jumping, crawling, walking, etc...). It would definitely give people a bit more edge for creating atmosphere for their games if they aren't too good at animating.
Sorry for all the yapping lol
