I'm not a VP myself, however to my understanding they aren't doing batches anymore. Instead you need to DM AndyPAF and ask them about it. Obviously dont say "Can I be a Video Parter" explain what your channel is, your platforms, and such. Just because you meet the requirements doesnt mean that you may be deemed fit for the program.
Your best bet and what you should do first is to reach out to a current VP and ask them about the process of becoming one.
