So I've played for a while and could never figure out how to make the other users' voices come through the headset I use, regardless if plugged in or not, can someone help me with this? Or tell me how to fix it? I'm on Ps4

I don't know much about play station but I think you should plug it in and check The Voices I can hear in recroom settings.

Go to settings, audio, click microphone off then back to always on

It's not his microphone coming to players able to hear or is it you can't hear the players?
