Typically people who upload avatars don’t use favorites since they just upload stuff themselves. This is a good use for favorites. Personally I haven’t used favorites now I have a use for it

I imagine if it ever happens, it will be done through the site. You upload an Avatar yourself, then you go to that Avatar on your account. There could be a button to click that creates a redeem page for that Avatar. You can give that url to redeem the Avatar to anyone and ownership of the Avatar to transfer to the person who redeemed it.
There could be 2 options, a full transfer (removed from creators account) or clone transfer. Creator keeps it too.
That's just my idea on how it could work

You must obtain at least "New User" Trust Rank in our Trust and Safety system in order to upload content. You can get this by just spending a few hours in VRChat, hop some worlds, and make some friends. Give it some time and you'll be able to upload content in no time.
As an aside, you must have a VRChat account to upload content. That means you can't use a Steam account, Oculus account, or Viveport account to upload content like worlds or avatars.

You do only need New status (one above Visitor), but it’s should come within 2 or 3 days, or within first day if you explore a lot and are active. There’s no real time, it’s more about some hidden metrics that no one really knows. Basically convince it you aren’t bothering people is best rule of thumb

For what it is worth, Oculus says GTX 970 is the minimum needed for Oculus Home. If your GPU is weaker than that it will not even let you install it. So compare your card to a 970. I’m not sure offhand how a 1060 stacks up. I believe it is considerably weaker (no, higher number does not mean better)

There are a few things you can do like undersampling or reducing Unity quality settings if you have a slow GPU. It's more important to have a fast CPU, because there's not much mitigation for that.

I have an avatar that uses snailmarkers that are off by default, with one gesture that turns it on, and all the other gestures turning it off
Then since 1004, they're constantly on by default unless I set both hands to some specific gesture that turns them off, then they're fine
But as soon as I switch onto any other gesture, they're right back to being broken lol, and I can't use any of my other gestures because of the trail issue
Gesture lock is kind of a workaround, but I'd have to enable it on every new instance I join
Also, I can't modify the avatar itself because I don't have the project file for it around anymore unfortunately, so I'm pretty much just stuck waiting lol

Neos' small player base allows poor security. VRC had terrible security before the boom and they spent a year-ish adding stuff to fix it

Im not that well known with the ryzen builds, the 1660 supper should be fine though.
Same for the Ram and SSD
I might actually advice to get an smaller SSD and get a bigger HDD for more total storage
That way you get windows on the SSD and install your big games and ect on the HDD.

How good the Rift S is really depends on other factors, one big one being how good the USB host controllers you have are because if they're not great the bandwidth the Rift S can get will be limited which consequently causes that notorious robotic mic issue.
