They either use a 3rd party program that changes your playspace position in steamvr, or they used OpenVRAdvanced Settings from steam which has a built in playspace mover called Space drag. But to hover in the air you also need full body tracking, because otherwise your feet will stick to the floor

cant really compare a 1660 super with a 2060. The 2060 has rtx stuff and the 1660 super is just a normal gtx card

theyre on a similar level tho. Both are close to a 1070. The 2060 is a bit over the 1070 and the 1660s is a bit below the 1070
