gpu is Graphics processing unit, a fancy name for a graphics card basically.

To check what kind of graphics card you have, press Windows key + R, type in dxdiag, and check the display tab. It should say "type of chipset" or something similar.

The chances it runs smoother are pretty small

The game is mostly CPU bound. Bad performance is caused by CPU overload, especially since the game is single-threaded.

Unless you're still way under spec, it's more likely that the card just isn't setup properly yet.
Radeon is an entire brand. Doesn't mean much without the number part of the name.

I run the game on a GTX960, which is somewhat under spec for most VR titles, and it handles the game fine in most situations.

I do agree that the development time could be directed more to the security / griefing issues instead of small (optional) features. Like I said before, remove the rust on your piece of metal before painting it. Not the opposite. Cause if you don't remove the rust, even if you paint it 20 times, it will keep rusting.

You can clean cache by deleting everything within C:\Users\%Username%\AppData\LocalLow\VRChat\vrchat apart from output_log.txt and config.json if you have them

Currently working on adding the gun fingers to my BRS Strength avatar.
Using a regular gun effect was far far too pitiful, so am currently reverse engineering the particles from a tank cannon effect.

The initial tests of simply setting it to loop and cranking up the fire rate is glorious, but probably should optimise the impact explosion a bit. xD
