the point companies such as google, oculus etc, use a separate update and maintenance app is exactly for this reason, to be able to to update the main app independently of it. the fact the main ovr app is not running makes no difference, in order to perform certain maintenance and updates the primary app often has to cease and restart runtime anyway

Which is the desired outcome in this scenario but if you go past a valid from date some stuff can break. Other times it can mess with updates too
@pseudo dawn Oculus can't roll out an update which is why it's taking so long. they'd have to send out a new cert somehow e.g. offering an install and instructions, or just make u reinstall the software. If I set system time back it can update. and I generally know what I'm doing. For the most part.

Here's what I used:
Press start/Windows key and type: cmd - right click that and start as administrator
In the new window type: time
Enter the desired time, for example 03:00 (just anything below 13:00 is fine if you do this today)
Restart the Oculus software by executing the following commands in the same cmd window.
net stop OVRService
net start OVRService
Start the oculus client, wait a few minutes, then resync your Windows clock.
