For CPU, I'd suggest Intel Core i7, not sure which variant you should use to achieve acceptable quality, but the CPU is the main thing to deal with when trying to run VRChat, cause VRChat is really physics heavy, and needs high single-core clock speed to achieve high frame-rate under load. The main issue with frame-rate drop is avatars with a lot of drawcalls (multiple textures, dynamic bones, etc).
