I use oculus and my comp barely has min requirement - primarily a 960gtx is the issue I believe otherwise I occasional lag in vr but you get used to it

Oculus' setup software doesn't give you access to the menus to see what it sees for debugging if something's not working right, which is why I advised just skipping and doing the touch seperate. - As for the HMD issue: Are you sure your computer is actually detecting the HMD? Is the HDMI and USB 3 cable connected? It sounds like either the hardware isn't being consistently or reliably detected by your machine, hardware issues in the worst of cases, or (broadly) the software misbehaving. I'll see if we can sort this out
