if it's a komado avatar it's definitely prohibited from being uploaded as a public avatar

their TOS isn't going to say that plainly though. it'll say it in legalese

they have a section stating "permission for use by third parties within the online service" is labeled as "prohibited"
in other words, uploading an avatar publicly is not allowed
