It works for everything else turning in combat character stands still but when casting it turns with the camera.
Prettty easy to recreate. Settings -> movement -> Turn Character With Camera (changed to never) and like said it moves free in combat just like it should but not when casting
This is intended. The reason for it is you would otherwise be unable to track a moving target that may run out of your frontal cone.
