Yes. blue eyes work like this.

Lets say the mother has brown eyes but her mother had blue eyes and her father had brown eyes.

Her father would pass down 1 brown eye gene (dominant) and her mother may pass her blue eye gene (recessive)

This means that your mother has 1 blue and 1 brown eye gene but since brown is dominant she has brown yes showing.

And the husband has blue eyes. So he has 2 blue eye genes for his blue eyes to be showing.

Now the Asian daughter receives 1 blue eye gene from her father and 1 from her mother.

Since there is no dominant brown eye gene the 2 recessive blue eye genes shows the blue yes.

There you go an Asian with blue eyes.
