you can find shields that can give defensive bonuses at the cost of accuracy and knockback, since your one handed.

Trash lid - gives low resistance from the front when worn, does nothing against bullets, can be found, where else, in the trash. though still uncommon, not every lid is combat ready. can be found on rioters and combat ready street inhabitants.

riot shield - gives resistance to bullets from the front, has a low chance to completely negate a bullets damage. can be found in police armory's, or worn by police, usually the super kind but sometimes can be worn by lower level cops.

ballistic shield - a heavy and durable shield. must be held with two hands, the holder can direct the shield and it'll block all damage that hits it. if your hit by a rocket the holder will be knocked over. it can also overheat if burnet by fire, making the holder be forced to drop it.
