making drugs and selling them is quite profitable so why not do it in streets of rogue . in SOR1 we could buy syringes which did not tell what effect they would give us or pills like cyanide and muscle pills. But making drugs yourself wasn't an option . But is SOR2 which is open world you could supply the local population with sugar , after all supply and demand and you meet the demand. Drug business is naturally quite dangerous with rival drug dealers trying to eliminate the competition .You might also need to pay the local gangs or mobsters "protection money" or risk catching "a bullet to the brain disease" which is unfortunately incurable or being poisoned so watch your back . Now law enforcement will eventually catch on that you are doing illegal activities and will probably arrest you , but having friends in high places is quite beneficial to you . Having a crooked cop as a friend might allow you to bribe the police after they are pretty corrupt . Drug making is not exactly easy , you might need to get recipes to make certain drugs while certain recipes are in the hands of your competitors .

Tech expert (for certain complicated dugs that require technical insight and know-how)
Drug-a-lug (obviously)
now if your character does not have these traits does not mean you cant do it . Simply hire or kidnap people with the skills neccesary for making them . also you are gonna need precursor materials and raw materials as well complex machines to make some of these drugs
