I'm just having a hard time understanding why the suggestion needs to be a mode/mutator.

I understand the idea of getting more quests as you go through most of the level, but it doesn't really mention anything else.
We already have the Endless mutator to fill the need for never-ending quests, while always having a different layout with their own hazards and rewards.

Is the suggestion's purpose to increase the difficulty of the game, or is it to increase the need to grind for more items and experience?

If the suggestion is for increasing the difficulty, then what can be done when you've already taken out everything on the floor? What is the entertainment in running from one quest to another after defeating all the major roadblocks of cops and people?

If the suggestion is for increasing the need to grind for more items and experience, isn't it already possible to do that? You could theoretically just run around and finish anything you haven't tackled with yet. Gain some items from those abandoned chests, safes, Goodies Dispensers, and "borrowing" things from people.
