This sounds terrible. Like, for a harder game make it more centered around strategizing around harsher conditions, not a RNG fest
Lower traits? Yeah that can work. Difficult but can work
Special abilities damaging players a random amount? That's unfair
How about instead beneficial status effects last less and damaging ones last more (and viceversa for enemies)? This would lead to a situation where you can't just test random syringes. Not only that, but any status effect item is now much more valuable
Not only that, but increase the public opinion necessary to win pacifically
Make certain enemies' abilities more effective (werewolves, gorillas, bouncers, vampires and so on)
Harder should mean smarter enemies. They can detect you from longer ranges (just not far enough to make stealth impossible indoors) hold grudges longer, be more accurate etc
