#Mutator - Harder Big Quests

Makes the game's Big Quests harder. This can be through making the requirements stricter, or by increasing the requirements needed.

Movin' On Up: Money required becomes 75 per floor (225 per district, 1125 for the entire run)
Power Struggle: Owners of non-hideouts with generators in them will gain better weapons and spawn more property owners.
Turf War: An extra roaming enemy gang will spawn every floor. Enemy gangsters may replace Uptown NPCs.
Undiscerning Looting: Chest/Safe requirement is upped to 5. (if there are less than 5 chests/safes in the level you'll just have to rob of all em)
The New Hotness: Non-friendly NPCs will refuse to give up the hot item, so you must gain it through whatever other means you can.
Hack the Planet: 12 Cop Bots are spawned.
Purveyor of Peace: You must kill less than 15 people in the run. Other values are halved accordingly
Ethical Experiments: All NPC types that are your target will have a ranged weapon if possible.
Hairy Justice: Owners of buildings with gorillas in them will gain better weapons and spawn more property owners.
Law Abiding Law Enforcer: Marks per floor raised to 14.
Mythical Matchup: 2-3 Werewolves spawn per floor.
The Undefeated Champ: Your opponent will gain a random positive status effect on fight start. (no it can't be invincible or invisible)
Silent But Deadly: You have 2-3 assigned targets now.
Last Comic Standing: Tell jokes to 60% of the floor (raised from 40% according to the wiki)
Harmless Pranks: The game will prioritize picking objects in greater quantities, and objects that are indoors.
Seeds of Chaos: "Weaker" classes are prioritized as the class you need to possess
Sobriety is for Suckers: No more than 12 withdrawals for the run, no more than 2 withdrawals per district, no withdrawals on a floor.
Satiate that Bloodlust!: Kill 7 or more people while transformed.
Acquired Tastes: Eat 3 (if available) of the NPC type.
Catch 'Em All!: You need to do it with 3 of the NPC now.

Spread the Love: Zombify 75% of the floor.
Fire Watch: No more than 30 incinerated objects per game, and no more than 6 incinerated objects per district. Floor requirements still the same because otherwise that would be mean (you still have to play firefighter okay we have to compensate you)
Sultan of Shakedowns: 4 businesses per non-Park floor must be shakedowned. If there are somehow less than 4, the requirement stays at 3. If a Park floor has 3 businesses or more, the requirement becomes 3 businesses.
Dark Fate: More Cops around Power Box, and they have better weapons.
Bodyguarding: Musician cannot die more than 2 times per district, and cannot die more than 10 times total during the run.
Side Hustling: Timer is more strict.
Homeward Bound: 4 Ship Parts required.
Guard Duty: More attackers will spawn, and they have better weapons.
Rubble Rouser: 100 walls per floor must be destroyed.
Brute Force Progress: Scumbags may spawn with a positive status effect (besides Invincible or Invisible because that would be stupid)

for undefeated champ maybe not resurrection, since iirc they have extra HP

Law Abiding Law Enforcer: Kills don't grant marks.
How will this work for Custom Characters that can only kill?

ah oops, only took in mind vanilla cop
if the CC is detected to have no handcuffs, it keeps kill marks but increases the mark count
