spawniwng particles for rain is overkill. You can make it (and should) through postprocess. You can bend droplets depended on cameravelocity etc, so you dont really need niagara to make rain effect.

And you can say ok but what about splashes? well do they have to be synchronized with droplets? nope. You can spawn 500 particles around player in pseudoLocalSpace and loop mesh/sprite animation. Trick is to spawn them and make them stay in place, and to move them to new location when animation is completed, but its really easy to do.
