Would that be potentially harmful to an HD, or is it very benign? Or is it resserved for disk that are like hard wired?

it is a scan+repair command, it should be pretty safe to run on any drive, this is a tool that we had to use a lot back when we were using like... 3.5" floppy disks... after the year 2000 as hardware quality started to improve barely need it nowadays, but this might be a case

drive letter and note the /f command, you can do a dry run first if you want (without /f)
