ah, found it.
so, to answer your question: I run the build (packaged game?) just by clicking the exe.
that makes no sense at all
you can ONLY package a game by running the RunUAT BuildCookRun commandlet or via the Editor that does it for you.
if you have a development or debug version of your game then you should be able to open a console and use that, but Unreal Insights is better
sorry, my bad. you mean how I package it: I just use the editor command.

mainly I wanted to check the performance of the build, which I did. because I was kinda concerned on how slow my editor is running.
You NEED to use Unreal Insights then:
C:\Program Files\Epic Games\UE_X.XX\Engine\Binaries\Win64\UnrealInsights.exe
I'm assuming you are using Binary engine and not Source?
