Add a role requirement to uploading images to reduce and/ or prevent these spam image scammers. Possibly via a reaction auto-role bot system or something similar. Doesn't have to be exactly this either just an idea to help reduce or prevent the scammer spams that have been increasing.

the last person I just banned has been in this server for 4 years, people are getting their accounts hijacked
I don't think any of the accounts I've banned spamming the jpgs are new to the server
Discord HQ needs to improve their automod
the 1.jpg 2.jpg 3.jpg 4.jpg isn't a normal string we can filter, it's some file name embed and just filtering 1.jpg 2.jpg 3.jpg 4.jpg doesn't work
