For anyone who has this same issue, one of our programmers had defined a tag inside of a windows-only macro using UE_DEFINE_GAMEPLAY_TAG. So our linux servers did not have this tag which was causing a tag mismatch

Yes tags must be the same if your using the fast tag replication
Same issue happened with an engine plug in where tags were in a client only module
And caused nismstches
