Its hard to assume base knowledge when someone asks for help. Having a self set role like: new, amateur, intermediate, expert. Helps people who are giving aid to estimate the base understanding of who they are helping.

Overestimating someone's base knowledge usually results in an endless string of how and why questions

I'm not sure this would help much, given you would have a decent portion misrepresent their knowledge level.

Not to mention it's nearly always clear after a couple of questions, what their general knowledge is, or if there is an xy problem at hand

Could also be harmful. Nothing stopping a newbie from putting themselves at 'expert' and going around telling everyone to use hot reload and constructor helpers, something a newbie would be inclined to believe if they see it coming from an expert

I think it's pretty safe to just assume anyone with the green tag thing on their name is new to the server and new to unreal.

If they are new to teh server, but not new to unreal, that should become apparent very quickly.
