yes, but posts in announcement channels still need to be manually sent out as announcements, it's not automatic

Also, any tags of users might not work/require the contact person to add friends to those whom are not a member of this server. As any poster user with no mutual servers to the respondent user won’t be able to dm.

But maybe that’d be an incentive for people to join the server too

This is technically feasible, but there are other obstacles to consider, such as what p@t mentioned.
