gt 1030 8 gb and an i5 something i forgot, i know my hardware is pretty bad, but still as i've said, i've played games that have looked better and ran better, i played ac origins and it never fell under 35 fps on low-medium settings

1030 though is pretty pants but you get what you pay for. Its too tough to minimise gfx settings and keep it looking modern. Mostly it's the MSAA/Shadow quality and distance. But with 8gb you should have enough gpu ram for all the texture heavy stuff and gpu offload.

Every generation of new GPUs has a flagship card you should go for. Even if it means saving up for a bit longer. The 980ti was a solid card. The 1080ti is still a solid card. 2080ti again, solid. I'm betting the 3080ti is gonna be that next card which will last 3-4 years and still be on top of it's game.

not sure its a good idea. Its gonna have it's own caveats. Maybe too much tweaking here and there over standard pixel art. But then you can jump right into another style with UE4 quite easily. You could even use UMG to do it and just display that instead

I've done silly things with flipbooks and 3d before. Like using UT2004 particles and making flipbooks out of them so I can use them elsewhere. Last year I made a slot machine and rendered a Cascade particle system that threw coins in the air and flipbooked it.
UMG is the User Interface side of UE4. Unreal Motion Graphics. It's what I use when I need 2d stuff mostly.

technically you can use the trial of Adobe Animate too. I'm a bit out of date with the software for 2d stuff so there is probably better (I just know Flash so I would head there myself). There is a program called https://www.toonboom.com/ that is recommended by people I know who do such things.

Animate trial then. Or even learning to use Flipbook materials in UE4/UMG. It has animation timelines and blueprint nodes to do it. It's not the best set of tools for animating with (I skip UMG animation and favour manual timer based animation) but it's usable for just flipbook stuff.

I dont dislike flash tbh I kinda grew up with it. And I can see it's uses in 2d animation, so it's not the worst outcome.

@mossy nexus It used a custom activex control for Windows, which has more holes in it than NSA cheese (all holes + 1 backdoor). I can understand that. To force the user to disable it via a windows patch or browser patch isn't the right way to do it though. I'd say create a secure connection for it, 1:1 ratio'd with no external access beyond the site and the player.
Imagine how many legit flash anims and tools will need archiving because of this. Gonna need some pixel streamed alternative to run in a browser now.
One thing that is rather edge case is the amount of Casino Slots that use Flash. They go through intense testing and certification for security and to align with gambling laws in various countries that costs tens of thousands (sometimes more if they goto many countries). Now they all have to be remade and re-certified into newer versions. Probably a good thing in some cases. Some of them were less than performant at times.
