There are many jobs in the game development industry, each one needing different tools.
Unreal Engine 4 is free. They also have a lot of free assets to get you started.
You can buy more assets that you might need, but without knowing what you want to make it would be impossible for me to make suggestions.
Quixel Megascans are also free to people using the Unreal Engine, so if you need photo scanned assets, that's the place to go.
And don't think because it is free that it is lesser quality. Megascans assets are top notch.
If you are looking to build a new computer I can give you my opinion, but I would have to know what you are trying to do in order to give the best suggestion.

I've worked with a few groups that started like that, a bunch of people trying to get their first game out, working desperately, part of the issue is the projects being too ambitious. That lack of experience hurts a lot to when scale is large, as optimizations are required, as is loads of content.

The thing is, if you are pursuing game design as a hobby, it is just entertainment.
If you and your friends spend a few hundred dollars on you failed game as opposed to spending a few hundred dollars on tickets to an NBA game or a Nickelback concert, then either way you came out with the same result.
The problem is if it stops becoming fun and turns into a second job for you.
But as long as making your game is more fun for you than scrolling Facebook for hours, then you aren't really losing anything by making a failed project.

It's better to focus on what part of a project you can add value to, improve your ability, then work with others. I have previously worked as a 3D artist for a game studio but had to quit in order for me to finish my master's degree in architecture. I've taken out a loan to buy an apartment, but im also borrowing money from my parents. I intend to build a small solo dev studio consisting on of the absolute requirements.
The list so far contains:
-3Ds max
-Adobe Creative Suit
-Substance Painter and possibly Designer
-Dropbox Plus (I think it's called)
-A decent internet connection
-And other misc. stuff to keep the creative juices flowing such as a Netflix subscription and monthly fees for games to play... i mean "research"
-Add $3-4k for a decent gaming PC
-Maybe some colorful LED lights.
So my question is, am I missing something from that list?

There's a lot of factors to consider. Win 10 is pretty good for certain things like auto knowing to not attempt to defrag an ssd but it will still by default try to index everything and preload a shitload of apps/services that don't need to be.
Excluding directories from scans and indexing that don't need to be will help boost things big time. Also, making sure you know what you're doing if you fuck with page file sizes and virtual memory allocations will all have a big effect. And if you use certain dcc products like photoshop, be sure you don't set your scratch file to retarded sizes. We've caught our designers setting their scratch file to just plain stupid sizes and then complain about crashes, hangs and performance issues. We just wanna slap the shit out of them when they do that

I'm looking into getting new screens, as I'm not a fan of my current massive ones, so I'm looking into getting two 24" ones instead
But I'm wondering if it'd be useful to get a touch-screen to replace my mouse for all of the time I spend doing node stuff in UE4
I imagine being able to use my hands to move stuff around would be a lot faster, nicer and less RSI-inducing than constantly having to fiddle with my mouse
