While gaming, my screen becomes extremely laggy. I checked and found the GPU fans are not spinning at all, with temperatures hitting 90-100°C.

I attempted to reseat the GPU. After plugging it back in, the fans spun very loudly for a moment but stopped immediately when I lightly touched them with a pen.

I manually set the fan speed to 100% in MSI Afterburner, but the fans still show 0 RPM in HWMonitor and doesn't move at all. I've disabled ASPM and set PCIe link speed to Gen3, but it didn't help.

Is this a definite hardware/bearing failure, or could it be a VBIOS/firmware issue?

GPU: NVIDIA GeForce RTX 3050
CPU: Intel i5-11400
PSU: 550W

probably a shot fan controller

If the card's still in warranty, this is warrantiable

If not, use a case fan (not the GPU's own fans) connected to a motherboard header and secure it to GPU's heat sink as a substitute. Make sure that this header's fan speed is set to max

(usually GPU fans can't really be connected to standard fan connectors)
