Can you check with HWINFO? HWMonitor sometimes displays nonsense

Also, if you have any live wallpaper apps such as Wallpaper Engine or Lively, exit them fully and revert to a static image

yeah, the 4060 has noticably worse power metering than other 40 series GPUs, not even the 4060 Ti (which has the proper equipment)

just make sure that your load at full tilt makes sense
