So how does one investigate or solve my 2060 having an idle clock of 1200mhz meaning a hot gpu and always making fan noise? I already tried undervolting which reduces a lot of heat but doesn't affect the clocks

out of curiosity, did you set power management in NVIDIA Control Panel to prefer maximum performance?
if yes, set it back to normal/optimal power, and apply and restart your PC. that option will force boost clocks

Yes but to test, I killed it and the clocks didnt go down unfortunately
