Open a Task Manager window. Does that tear when you drag it around?

Please press "Restore Defaults" at the top right (blue bar), apply, and without changing any settings, close the panel, and restart the PC. Once it reloads, see if you get tearing.

Also, is hardware acceleration disabled on your Web browser?

The checkerboard bug was a Windows bug that has been fixed.

Since Task manager doesn't tear it means that the driver itself and DWM should be working correctly

Did you check if Microsoft Edge displays it correctly?

Try uninstalling that browser while not keeping settings and reinstalling it, yep

If that doesn't help, likely browser bug

Anyway at least we now know your computer, drivers, and Microsoft Edge are all working correctly so it's very likely to be just the browser
