CPU is undervolted

It's been several years since the 9th gen CPUs were released. Can you recheck with no undervolts?

Stress tests are kind of like max load all the time. Video games are variable load, and can sometimes expose unusual voltage droop issues

While we're at it, also remove any GPU overclocks.

When underclocking, did you also apply an undervolt?

If this is the case, hit the restore default buttons in MSI Afterburner

underclocking alone without changing the v/f curve is basically wasting power for GPUs

As for the CPU getting 1.4V at 4.7GHz, I'd probably just let the BIOS defaults take temporarily for testing purposes.

Note: sometimes, Afterburner changes can somehow persist even if the app was never run again. You should consider temporarily uninstalling Afterburner, and then performing a DDU and driver reinstall.
