Memory? (How much? What sticks? (How many. And how large is each?) What speed? (You can find this in Task Manager > Performance > Memory)

Storage? (Is the system drive (C:) on an SSD? Is the game on an SSD?)

Background apps? (Apps on another monitor? Open web browser windows? Videos playing elsewhere? Wallpaper changers (including Windows' own) on a less-than-daily schedule or a live wallpaper app?)

PCIe? (Motherboard supports 4.0? Using a riser (anything between video card and motherboard)? Current link speed setting?)

You didn't answer two of the questions properly, so check if you are missing something. (Memory (16GB isn't enough information: how did it end up with 16GB, 1x16, 2x8, or 4x4)? PCIe?)

for me it stutters cause of my graphics driver version, the most stable one I have found recently is 536.23. I know it is kinda older but it is the best one for games that I can find, you can try other newer ones aswell but I don't know which ones will work

Try turning Hardware Accelerated GPU Scheduling to the other option (if it were Off, try On, and vice versa)
