There's currently a bunch of bugs in the installer that make it not work properly. Yours hasn't downloaded some key components. You can uninstall it, make sure all the RAG folders are deleted and try again.
Also if your C:/users/ folder with your username in has spaces or none unicode characters it probably won't work either.
