Someone please help me I've been having this problem for so long now. I have reset my PC and the problem persists, the only thing that ever really helped was downgrading the drivers which temporarily fixed it for 1 session before it broke again??? Please help me.

I'm not sure if it is describing a game or the Windows desktop, but since the Windows desktop enforces vsync under normal circumstances, see if this newer hotfix driver can fix it.
