what hardware do you have, do you have similar issues in other games/software?
did you replace thermal paste on cpu? or accidentally unplugged cpu fan? overheating would seriously affect your framerates
still, it kinda sounds like something is throttling heavily
install hwinfo64 and check the temperatures there
you will see performance limit reasons there too
how about clock rates on cpu and its temperatures
click on sensors in main windows

right now your clocks are fine but the temps are obscenely bad
it could be a bad thermal paste application (too much or too little)
could be that u didnt screw in the cooler hard enough, depending on the cooler
