Saw a new driver just came out, gonna test if it makes any difference
Update: on updating, gforce experience said NVAPI.exe had crashed, the driver updated and the issue was gone, restarted computer to test if it was permanently, and it came back, honestly no idea what's causing this behavior
Weirdly enough it happens with youtube shorts and not normal videos on fullscreen (in second monitor).
to add more info, for example when I open Fortnite in monitor 1, similar behavior happens as I focus on that monitor, this is 3d usage on opening fortnite, and the drop at the end is when I click on second monitor away from the game, with no actual drop in performance for the game (this being in the lobby)

Ok, so I realized that the actual issue is different, and I might just have noticed because the fans were a bit dirty, and hadn't before because the sound was louder thanks to the dust making the fans rattle.
this actually happens when any application uses the whole screen on any monitor.
Be it a fullscreen youtube video on monitor 1 or a short on monitor 2, this includes games that use the full screen. in any of those cases the gpu will inmediately ramp up to 50-60% of usage regardless of application
