Alright. Case's a bit small, but should be able to fit most cards designed for 260mm or less
But first, fix the RAM
Then only if you are still unhappy with the resulting performance then get a new PSU, video card, and a case if the video card can't be installed with the current case.

Buy a 8GB DDR4-3200 CL16 stick and install it to that slot.
