Change your power plan to Balanced first

Then, see if thermal issues persist.

If so, try to reinstall Windows (restore the laptop to the factory state). (Please remember to back up your files and prepare the passwords for any services logged in.) And see if the fan control returns to normal.

These power profiles end up boiling down to running your hardware at unnecessarily high clocks and power usage. A relic of a time where power management was not as snappy as it is nowadays. Think mid-2000s.

You would only use these modes when benchmarking storage devices.
