I have a 1660ti gpu. When I play newer games like Halo Infinite or Deep Rock Galactic my gpu fan starts running loud and it boosts my fps while also being able to run medium graphics and I really like that. The problem is that it wont happen for older games like Destiny 2, Halo MCC, Titanfall 2, ect, and it just ruins the performance of my computer in general even when my graphics settings are at the lowest possible. Is there any way to make my gpu run faster like that when I start playing one of those games?

Well, your CPU matters as well, now the lower GPU settings you set in most cases your CPU will be capped and your GPU just doesn't have to do any work because of that
Bump up your graphics settings then your GPU will be utilized more
In your case if temps are fine and everything works as it should, it would mean that you're CPU bottlenecked, which is normal since you said you lower your graphics settings in games and that way you're putting less stress on GPU, resulting in higher CPU usage and lower GPU usage
