Turn off custom fan curve, inside settings then fan i believe

Without afterburner your card will shut off fans when temperature is below 50 deegres celsius I believe

It's a feature

But you most likely have custom fan curve or you've deactivated automatic fan control in msi afterburner or even could be conflicting with one of your other softwares related to fan control

Depends on your ambient temperature but auto should be fine

Also I can't give you the exact answer to what RPM as every card has different noise levels at set RPM

#

If you're running below 80 I'd not touch fan RPM, but if you do want it cooler you can either test with various RPM or create a custom fan curve in MSI afterburner or whatever software you're using
