Tbh the issue with these kind of issues is that they're annoying for multiple reasons.

There are no benchmarks here to validate what you're saying, ie you say that things feel slower, but how am I supposed to know that this isn't just a placebo and that Windows just made animations slower or enabled some?
I can't reproduce this issue, and clearly NVIDIA can't either because it's not in the known issues list.
No info provided at all about anything of your install, no GPU, no overall system config, hell you didn't even specify which OS, could be Linux, Windows, or FreeBSD for all I know.
