But, you can change pcie slots first and see id it works
If it doesn't then use igpu (plug the monitor to your motherboard instead of gpu) and see if it boots
I'd suggest either test another GPU on your motherboard or if you can test your GPU on another motherboard to be sure it is really the GPU
Does your PC boot at all or stops and shows vga error?
So it isn't booting at all with 3080 after it shut down?

Honestly, you can only either test another gpu or swap pcie slots and if you get no display after swapping pcie slots it's a dead GPU sadly
