It's super hard to describe so I'll attach a video, it's not game specific, happens with all of them, some are more noticeable than others (usually realistic ones stand out the most)
You can see in the footage that something clearly isn't right, the graphics have this shimmering dotted effect that interact very weirdly with lighting, wish I could describe it better but I can provide footage examples from several games if needed
This started when I had a GTX 1060TI and tried deleting the shader cache to improve FPS, idk if the deletion was related or not but it was around the same time it started, since then I sought help and people instructed me to perform DDU + a clean formatting, I did that several times and it didn't work, so I ended up giving up and saving money to get a new graphics card thinking mine was broken, got this new Radeon RX5700 formatted the pc again, installed drivers and everything and surprise surprise, the bug was still there...
I really don't know what to do, it's so disturbing playing with the graphics like this, please any input or help would be greatly appreciated
