Add Tree for croatia / serbia on yugo
Add spirit for japan victory in asia for allies that nerfs there supply and production
Add Resources to africa to incentivise Germany pushing deep at risk of losing many tanks offering a chance to get autarky achieved if they full safari and take a few states in Russia during barb
Add Germany focus partial autarky achived 80% consumer goods and some other nerfs
