In this example Mind Fog is used. You can clearly see +53 being awarded. However only 23 experience points are granted. All other defences are affected.

Engravings require 30 xp to unlock, if you look at the engraving tab you will see that the locked ones display a "30" (and 30+23=53), so not a bug
