At first he accused me for not taking all of his loot i saved for him, second time he accused me of theft for saving his loot again. And finally, on a next map when the team was in a difficult situation, he just drove armory into nowhere and the disconnected. I wonder why he still didn't get banned, i mean his behavior already became like a byword.

The first two things you bring up are not anything we can do about. Unless he starts being vulgar or disruptive, that's not something we will deal with as moderators.
In regards to abandoning the Armoury, there is simply not enough evidence here to show that's what happened. If I see they are online, I will try and warn them they are on thin ice, but just being abrasive isn't grounds for a ban. If they are team-killing, being vulgar, griefing friendly resources and vehicles, etc... that's something we will address.
