The typical way to run red alloy wire through blocks involves using framed wire and hollow microblocks. However, this only works if the wire should run through the middle of a block, and will not look very well in a situation where you want to run the wire along a wall from under the floor (see attached picture).

However, red alloy wire can coexist in the same block as AE2 cables, which can have facades put on them. Facades can be made out of almost any solid block. So you can place a dummy AE2 cable in your floor, put a facade on it, and run red alloy wire through the same block (see left side of the picture). The final product looks perfectly seamless, and transfers redstone signal properly (middle of the picture).

Unfortunately AE2 facades break connected textures (right side of the picture). I don't know of a workaround for this, other than using wireless or passing strong redstone signal through the block itself.
