there is nothing that will do it by default, but it's just a file. Any software you install could create one if they wanted to

I can't think of any that do that, but it's definitely possible

that said, a delete in the ntfs journal directly before a write is more likely implementation detail. It's probably just something overriding the file

so it can happen even without any user intervention right
