#Should I get this fender champ 20 as my first amp??

That depends entirely on what you want to play and where you'll play.
Since you mentioned your first amp, I'm assuming you'll be at home mostly at first.
In that case, and if you don't mind playing through headphones at first, I'd actually rather suggest a modeler or headphone amp.
You'll have a bunch of famous amp profiles, a bunch of effects, a tuner, metronome, drum machine, an interface so you can connect to your computer and use even more sounds and record.
The price would be about the same, but you'd have so many more options... only caveat is that you'd be using headphones to play, which your family/parents/flatmates and especially your neighbours will forever thank you for (especially at the beginning stages of learning).
FWIW I have a Roland Micro Cube RX Amp that I got used for $180, which is awfully nice
it's okayish at best ... a Nux Mighty 20 or a used Katana 50 will probably be better
