Shoud be the MXR flanger/doubler he used + probably a chorus. Everything else is audio artifacting from the recording.

I mean if you want exactly like that - get an old handcam from 1987 and record with it way to loud. Theres a detuning effect which can either happen by beeing to loud for the recording or through a chorus or the doubler.
